The Metro Journal of Modern Science (MJMS) is a fully Open Access, peer-reviewed international journal. All published articles are freely accessible to readers worldwide without subscription or access fees. To support the costs associated with editorial management, double-blind peer review, plagiarism screening, copyediting, typesetting, DOI registration, online publication, website maintenance, digital archiving, and long-term preservation, an Article Processing Charge (APC) is payable only after a manuscript has been formally accepted for publication.

MJMS follows a transparent publication policy.

Authors are never required to pay any fee during manuscript submission or the peer-review process.

The APC supports the following publication services:

• Plagiarism similarity screening
• Language editing and technical copyediting
• Professional article formatting and typesetting
• DOI registration (where applicable)

The MJMS is committed to supporting high-quality engineering research and promoting equitable access to scholarly publishing. To encourage participation from researchers across diverse academic and economic backgrounds, the journal may grant full or partial APC waivers in deserving cases.

Authors may apply for an APC waiver under one or more of the following circumstances:

• Researchers from low-income or lower-middle-income countries.
• Authors who can demonstrate genuine financial hardship or lack of institutional funding.
• Students, doctoral researchers, or early-career researchers with outstanding research contributions.
• Invited review articles, editorials, or special contributions requested by the Editorial Board.
• Articles submitted under approved special issues or conference collaborations.
• Other exceptional circumstances, subject to the discretion of the Editor-in-Chief and Editorial Board.

4. 4Decisions of the Editorial Board regarding APC waivers are final.

• APC waiver applications do not influence editorial evaluation or peer-review decisions.
• Manuscripts are evaluated solely on scientific quality, originality, technical merit, and relevance.
• Editorial decisions remain completely independent of APC waiver decisions.
• APC waivers are granted subject to the availability of journal resources and are not guaranteed.

The MJMS collects the APC only after a manuscript has been accepted following the peer-review process. Authors must not make any payment before receiving the official Acceptance Letter issued by the Editorial Office.

Upon request, the journal will provide:

• Official APC Invoice
• Tax Invoice (where applicable)
• Official Payment Receipt
• Publication Confirmation Letter

• APC payments are generally non-refundable once production has commenced.
• The journal is not responsible for delays caused by banks or payment service providers.
• Authors should retain payment receipts for future reference.

To ensure transparency and accountability, MJMS follows the following invoice policy:

• Official APC invoices are issued for accepted manuscripts upon request or during the publication process.
• Invoices include the journal name, manuscript title, invoice number, date, APC amount, currency, and publisher information.
• Corresponding authors are responsible for verifying author names, institutional affiliations, billing information, and tax details before payment.
• Official payment receipts are issued after successful payment.
• Requests for invoice corrections should preferably be made before payment. Post-payment modifications will be accommodated only where permitted under applicable legal and accounting regulations.
• Payment of the APC does not influence editorial decisions. Editorial decisions are based exclusively on scientific quality, originality, ethical compliance, and relevance to the journal.
• The Publisher maintains complete financial records for APC transactions in accordance with applicable accounting and legal requirements.
• MJMS is committed to transparent, accurate, and ethical financial practices that support international standards of scholarly publishing.

The MJMS is committed to maintaining a transparent, fair, and accountable APC policy. Authors are encouraged to review the APC policy carefully before making payment.

• APC payments are collected only for manuscripts that have been accepted for publication unless otherwise specified by the journal.
• APCs cover editorial handling, peer-review administration, production, DOI registration, online publication, digital hosting, and long-term preservation.
• APC payments are generally non-refundable once editorial production has commenced or the article has been published.
• If duplicate payments or administrative errors occur, any excess payment will be refunded after verification.
• If a manuscript is withdrawn after acceptance and after editorial or production work has begun, the APC is normally not refundable.
• If the journal is unable to publish an accepted manuscript due solely to circumstances attributable to the Publisher, a refund may be considered on a case-by-case basis at the Publisher's discretion.
• Approved refunds will normally be processed through the original payment method within a reasonable period after verification.
• Authors are encouraged to contact the Editorial Office regarding payment-related questions before completing an APC transaction.
